here's some info i found:

We are pleased to announce that the new Backstreet Boys album we be released on 3rd September. We have had this offiicially announced to us from Sony BMG today and they have also confirmed that the new single is due for release 2 weeks before this which would make that 20th August!!

We have no information on titles of the single or the album as yet but I'm sure this information will be revealed soon as there are several interviews with the Boys scheduled in the coming weeks so keep your eyes and ears open and we will get you as much information as we can!

but on wikipedia it says that the album release date is October 31, so i really don't know

they should go on tour sometime after the release of the album
