He was based on Ed Gein, who had an obsession with his dead mother and dug up corpses, using their skin as suits. He put on female body parts and danced around. Kind of a sick guy. Try reading on Gein, he was quite the character. 1950's Wisconsin (Plainfield) is where this all happened. TCM is just loosely based on his penchant for wearing skin.

There was a man back in the time the movie was based who was a killer and once cut off the face of a person and wore it himself. He also had body parts in jars and such in his house as depicted in the film.
