as much as she annoys me, i've gotta say miley cyrus. she's teaching girls that they can dress cute without showing skin.
She is actually one of the better ones out there. A lot of kids that age look up to Britney and Paris, Miley is a good influence in comparison.
Dakota Fanning is a good role model, but I don't think she is really looked up to by little kids.

Nahh I wouldn't say she's the best role model, she often wears not so appropriate clothing but she's good in the sense that she's sings and acts and its as though she's encouraging people to follow their dreams... but for the age group you suggested she probably would be one of the best role models.
I think that on the Disney Channel the best role models for people of all ages would probably be,
Emily Osment - she's pretty and talented yet it doesn't go to her head
Ashley Tisdale - same as above and she is great to her fans
Raven - she knows she's not exactly slim jim but she doesn't let it bother her and she's obviously comfortable with who she is so thats a pretty good message to send out to people of all ages.
In my opinion for a slightly more mature auidence would be Amanda Bynes even though she's not a child star anymore, because she doesn't get caught up in the all that drugs and partying and alcohol and stuff and she never really says anything that could land her trouble later on and she always dresses in a self respecting manor and I think it's important that people repsect themselves =D

Yes, personally, i think she is a wonderful role model for teens and children. shes so nice and down to earth. Her makeup can be a little over the top, but she is a wonderful girl
