You start off by finding out what management they are going with. all actors at that level have managers to manage their work. lots of them i would imagine work through the same management company.
once you get ahold of their manager, just ask how much it would cost.

Well maybe a big amount not 300 dollars or something. Maybe if your a distant relative or a close friend then you don't really need to pay at all. A best way to meet them might be through their agent or from fan mail. But it's up to the celebrity if they want to meet you.
