It's VERY obvious she is trying to seperate herself from her Disney Image, and doesn't want to be known as that, so she kind of does different things to make a different statement. And no, she does not look like a thirteen year old.

I saw hilary duff on the cover of maxim a couple months ago...and I seriously thought it was a recap of Jennifer Lopez back when she was doing Maxim on a regular basis...
I seriously argued with my bf about it being Hilary Duff until he opened up the article and said "LOOK @ HER NAME!" and I went...wtf...
She looked definitely didn't look thirteen, but I am a fan of the wholesome image she projects. It bothers me when you see these girls who are cute, and sweet and very girl-next-door, trying very hard to look way too provocative. I'm disappointed if she's trying to scrap the sweet image for a trashy one just for some extra points with the male crowd...
