The toughest dude, I'd have to say it's between Arnold and Stallone.
Best movies have to go to Arnold like you say. In an actual fight Arnold and Stallone are out, they only act like they can fight. Segal, Van Damme and Norris are highly trained martial artists. All thigs being equal I'd have to go with Norris because he is by far the smartest. Fun question though.

In my opinion I like steven segal's movies and he could be pretty tought, but chuck norris has pretty good moves, but youre right, when it comes to movies nobodys better than arnold s.-the terminator
ya Arnold or Stallone Segals and Norris are just to fake well they all are but Stallone Rocky's are classics as Arnold's terminators

Ahhhhhh-nold is the toughest.
My favorite, though, is actually Matt Damon in the "Bourne" movies. Funny, because when I first heard he was playing Bourne, I was like "Are you kidding me? Matt Damon can't be an action hero..." but he is *awsome* in that role.
The only ones have actually "proven" they were tough are stalone, van Damme and schwarzenaeger (sp?) Stalone got beat down through six movies straight (Rocky) so I'd have to go with him.
The most qualified tough guy (in real life)....that would be a toss up between Chuck Norris, Van Dame and Steven Seagal. They are the only 3 who are qualified in a black belt and tae kwan do...I believe Chuck is qualified in a Japanese Art form as well but clueless on spelling. And Van Dame is very limber from ballet.
I agree Arnold has made the better blockbusters but tough between Stallone...he did write Rocky.
What about Vin Diesel, Bruce Lee, Bruce Willis, Matt Damon, or Jackie Chan...they are great action HEROES
