According to this feature on "Gossip Girl" shooting locations the school, the restaurants, and Rufus's art gallery are all New York. As it happens, even the indoor scenes are being shot here, too, at Silvercup Studios in Queens:
"While scenes like those at the fictitious Ostroff Center [a disturbing nod to CW president Dawn Ostroff?], where Serena’s brother Eric (Connor Paolo) is recovering from a suicide attempt, are being shot on sets built at Silvercup Studios’ main location in Brooklyn [seriously, not in Brooklyn], they’re adding reality to the series by filming scenes all around the city, too.
