I wouldn't call either of them "funny". Obnoxious..yes; funny..no.
Will Ferrell. All he does is comedy and he is always funny. He has yet to get into an actual serious roles like Bruce Almighty, and he shouldn't. Jim Carerey should avoid them as well. Their funny men, not serious men.

If you're comparing two, the word is funnier, not funniest. Since Will Ferrell isn't funny at all, I'm going to go with Jim Carrey.
Neither one is really a comedian, because they don't do stand up or just tell jokes (although I think Carrey used to, but he was awful). They're more comedic actors I guess.
Who's funniest? Jim Carrey, hands down. Ferrell is hilarious too, but his timing is off sometimes.
I am not a huge fan of Jim Carrey, although some of his movies are okay. I do like Will Ferrell. He's certainly not the funniest guy around, but he definitely has his moments and he has a silliness about him that makes him likeable. Sometimes his timing is off, but somehow I think that works for him.
