I think it's Tom Cruise, by a hair. Tom is arrogant and delusional - a dangerous combination, especially when framed by his wealthy cult, as well as his own personal wealth. Bush is nearly as evil, yet lacks the brains and IQ to be world-class evil. Bush is easily manipulated by others as he isn't smart enough to think for himself. What's even more evil than the two of them? The American public - who idolize the likes of Cruise and elect hillbilly Texans like Bush to the White House. :)
