I mean miley is a teenager, she has a lot of time and space to be the top 3...I kinda like her, but no she is not the best musical performer, unless you mean"out time" as in the 80's
i think for preteen children it might be the tope 3 for them.... but for teenagers and adults probably not. her songs are rellli clean and give out a good message... so they are suitable for little kids. im 14 and i like her songs, but they are definitely not my top ones.
