there is a program called Adobe Photoshop. It's expensive but you can do quite a bit with Photoshop Elements. Its not the full version but it really has all you need especially if you are a beginner. Its kinda hard to figure out on your own. You might consider taking a class or reading a lot of tutorials. You may find some how-to videos online.
btw, I love editing photos. If you would like me to "photoshop" one or two for you I'd love to...so bored at work!
