I think he suffers from what is called "Wet-Brain" by alcoholic's. It's brain damage caused by years of alcohol abuse. That, and the amount of drugs he has taken over the years have left him in really bad shape. His invading your cousins space does not surprise me a bit. He was probably shouting "Do You Know Who I Am"? staggering around the place, Not even knowing how much of a jerk he was making of himself. I have heard all kinds of stories similar to that one. He's out of rehab now, but was severely addicted to drugs and alcohol, and has a long history of mental instability.

He had a horrific motorcycle crash (wasn't wearing a helmet) and suffered major head injury, leading to multiple hours of brain surgery. It was amazing he survived, really.
That explains it... With traumatic brain injury our perceptions change as well as our internal censor that prevents us from acting certain ways.

He's been into drugs and alcohol too, so take it from there. But yes, what he did at the Oscars was nothing short of embarrassing and tasteless.
