The text on the bottom of the screen says CRILLON HOTEL - PARIS, FRANCE then TEEN VOUGE SHOOT. This is right after Spencer arrives in Co and talks to Heidi's dad and right before Lauren & Whitney arrive at the photo shoot.

The singer's name is Yelle and two of her songs were featured in that episode of The Hills, including "A Cause Des Gar?ons" and "Je Veux Te Voir."
if u watch the episode over they show u in the top right hand corner of the screen who all the songs r by as well as the names of all the songs. its prob Yelle. she artist of the week. i love her already!!
