Well Kiritsugu Emiya didn't summon Saber. She appeared out of nowhere. If you watched Fate Stay Night every Wednesday you will see in the first episode that Shirou didn't summon Saber knowingly. She just appeared! and that's also how Kiritsugu meet Saber.
