Why can't Dr Who with all his skills and his sonic screwdriver not?!

Question:

Why can't Dr Who with all his skills and his sonic screwdriver not?

fix the cloaking device (or whatever it is) on his TARDIS ,so that it can blend into background again?
I mean he can just about fix anything else ,from a blown up k9 to a Space ship to a 1000 million combination coded door lock; etc,
so to fix this circuit on the TARDIS, should be very easy and he can travel anywhere in time ,so the parts should be easy to come by (unless it from halfords)?
Any views?

Answers:

The sixth Doctor actually did fix the chameleon circuit in "Attack of the Cybermen". The Tardis changed its outer appearance a few times afterwards, but it was always inappropriate and never managed to blend in to its surroundings. So the Doctor decided to keep it as a police box, because he liked it that way.

The reality is, of course, that the makers of Doctor Who wouldn't dare to change the appearance of the Tardis away from a police box now, because it has become such an iconic feature of the show.
