Hi All. Thank you for your fast as response! The one I was trying to think of turned out to be Fozzie the Bear from the Muppets! Thank you! Fozzy Bear from The Muppets. Doraemon!!!!! Muttley from Wacky races Inspector Gadget.. Beany, of Beany & Cecil. Snoopy or his dog Mutley from Stop the Pigeon. Beany was the first I know of. Muttley started it soon after. (Same producers.)

Bullwinkle even did it a few times. And there were episode of Daffy Duck in one. i think it was inspector gadget, not 100% though, soz Mutley used his tail as a propeller not a hat. Elroy Jetson. Is it Go go Gadget or something? Wait on a minute let me think ah Inspector Gadget I think! The things I watched with my kids!
