Answers: Well she has vampire wings, so that either means she is from a vampire anime or she is cosplaying.
I would say I am absolutely sure she isn't from a vampire anime, so that leaves cosplaying. The problem that brings us to is that this picture is obviously fanart. Because of this it may not be from any anime, and if it actually is based on an anime series the cosplay is most likey not canon. Because of that, it's a little hard to discern what liberties the artist could have taken if it was actually based off an anime character.
I don't recognize the girl from any of the anime that I have seen, and there aren't any clues to suggest she belongs to a specific series, so I am leaning to original character.

Or it could be an altered version of Misa from Death Note (though i doubt it)
Or maybe even a more altered version of the girl character (Forgot name) from Fate/Stay Night.

I found out the character XD I went through my anime collection and shes from Neon Geneses Evangelion. i really don't know but i might be able to find out from my friend. so i can just email you with the info. She is Champa, meri naukrani From the composition and style, my guess would be that it isn't based on any anime. It looks like a scanned page from an artist's artbook, which usually features random artwork from that artist in question. I don't recognize the artist here, so I really can't tell you who drew the picture either. His style isn't distinctive enough for me to recognize it. i don't either, but she could from natrua(what ever)or lucy the devils daughter That looks like fan art or from a cover from a dōjinshi.
