i am already registered but when i tried to read a manga they said i couldnt and to look at the rules. i couldnt find the rules. So PLEASE help me

You can find the rules on the home page, the first link under forums, City Hall - Rules to World Domination.

I tell you, don't give direct links to the manga after you've acquired the links. You'll get banned for a period of time.
