they made this very clear not long after her introduction, back in Book 2: Chapter 13+14: Secret of the Fire Nation, at the serpents pass, when shes drowning and Sukie saves her she says "Oh, Sokka, You Saved Me", then kisses Sukie on the cheek(still thinking that she is Sokka, when Sukie Corrects her, she says, "You Can Let Me Go Ahead And Drown Now"

yeah. i think she does. thatz hilarious. and i figured she liked him when i saw the "serpent's pass." toph is so funny!!! and it was funny how katara was trying to follow her brother's footsteps.
