It could have been Batman himself ( his money and technology is what built the watchtower in the first place) and although we didn't see Batman on the watchtower, and he had mentioned two were already on the tower, just because we didn't see him doesn't mean he wasn't there. The only other person I could think of is Steel or Mr. Terrific ( but we didn't see him either.)....also Batman used the words "smart enough" to operate the cannon.
