I don't know but they won't because Shikamaru like Temari (Gaara's older sister).
Most likely because when they became genin they seemed to be close...especially during th chunin exams...during the time in which Shikamaru had his fight with Temari...
However, it is revealed a bit later on that Shikamaru will actually have a relationship with Temari....while it seems that Ino and Chouji will begin a stronger bond...as seen when Chouji returns from his mission of retrieving Sasuke...
So to answer your question....speculation began on their relationship during the chunin exams.....

cause they are on the same team and they can work together fine. why does everyone forget about Temari? It's obvious he has more feelings for Temari then for Ino.
To tell you the truth, I have no idea. I guess maybe for the same reason that Hinata ends up with Sasuke. But I think that maybe people think they end up together is the simple fact that they are on the same team. Thats the only reason that I can see why people would think that.
