I believe the two black stick figures mistook the Condom Man as a KKK member.
He resembles the KKK, and the black people are angry?

Seems like the condom is all for helping the straight couple but is running away from the gay couple. He does not want to be involved with man on man action.
I think maybe the two people chasing "condom man" thought he looked a little like the KKK.

I'm not sure, but it might be an anti-racist cartoon. The condom walks up to the white couple, all nice and friendly, and suggests that they avail themselves of protection. The black couple, on the other hand, are chasing after the condom like they want some protection, but it's being kept from them. Also, the condom sort of resembles a hooded Ku Klux Klan guy.
I'm curious to read what everyone else thinks
