There was one cartoon in the late eighties called Galaxy High. It was about a human teenager [who fell thru a portal of some sort and ended up] at a High School on the other side of the Universe where only aliens from different planets went to.
Snakes out of some girl's hair though, hmmm... I don't quite remember that though.

gilda gossip from galaxy high,she didnt have snakes it was tentacles,and they had lips on the end,i think thats it.
