It would probably be Professor x,He can not only control minds(which he loathes to do) but he can fire telekinetic bolts of raw psychic energy that rival anything the surfer can put out.Although the surfer can supersede his normal limits(he has proven physically stronger than the hulk in such situations)
He would be best to increase his psyche defenses but would he realize in time to do that.He has measurable defense against psionic attacks but against someone of charles xaviers level it is almost insignificant.Only Galactus the creator of surfer could easily thwart xaviers mental assault.
In the comics it is xavier that defeats jean grey/Dark phoenix.Surfer could not even beat dark phoenix,although he would give her a run for her money.
Even though i love X Men, i'd have to go with the Silver Surfer. :P

If the fight were limited too physical combat the surfer win incredibly easy.
but if inherent powers are involved, i would say it might be very easy for Professor X to either control the surfer out-right or make him see and hear things that aren't there it all depends on how resistant the surfer is too psychic attacks!!
Oh and one more thing, the Professor can easily call any person in the Marvel Universe too come to his aid should the Silver Surfer decide too goo all Namor on us.!!!

Silver Surfer would win. With his power comic there is very little the Surfer can not do. He could fry Professor x with but a thought if he really wanted to.
