It is a great mystery of naruto. Although there is lots of evidence to support it, we have no solid proof that it is him.
Some supporting evidence:
1. He only shows one eye, and it has the sharingan. It is on the same side that Obito didn't give to Kakashi.
2. They are both goofy and free-spirited, as well as being underestimated by his companions (when deidara blew himself up, Pein said that someone of his rank isn't very hard to replace, Obito was thought of being very foolish and naive.)
3. He refers to himself as a "good boy", maybe from his giving his life for Kakashi and giving him his eye.
4. If he is Obito, you might wonder why he worked for Akatsuki. Some people think that he may have gone mad from being near death, or if someone saved him and he therefore owns that person his life.
Although this is strong eveidince towards it, he also refers to himself as "Madara Uchiha", another person, adn was seen giving orders to Pein, as Madara is more evil than Pein (or so it is said). Also, His body whould have been crushed by the rocks, but that could be explained by #4. If only the anime included Kakashi Gaiden, than we could compare the two's voices.

EVIDENCE
Madara Uchiha founded the Uchiha clan during the early days of Konoha. He also helped to found Konoha itself. "Madara" means "mottles" or "speckles". He was a friend of the First Hokage. The two eventually did battle at the Valley of the End, where a monument of their battle now stands in tribute to the two shinobi. Jiraiya suspects that Madara summoned the Nine-Tailed Demon Fox to attack Konoha years before the start of the series. The Nine-Tailed Fox seems to be familiar with Madara, comparing Sasuke Uchiha's eyes and chakra to that of Madara's and stating that the Sharingan's chakra is even more ominous than its own. Akatsuki member Tobi refers to himself as Madara Uchiha

Tobi reveals himself as Uchiha Madara when he gives orders to Pein in Awegakure, and he proves his identity when the manga showed his sharingan through his mask.
