There are several inexpensive programs out now that are said to be helpful in the creation of anime. Some are 3D programs like Poser, or HASH which have cell shading elements to go from a 3D (video game) look to a more anime or cartoon look. Check out the list below, and I would love to see what you come up with, and which application you find most helpful.

There are many flash animation packages
that can probably help you as well, at a cost effective price.
Unforunately I am not as familiar with them; however which ever way you go be sure to put as much time into learning the software, and doing the tutorials, as you would choosing the right program. There is a rather good interview in the latest UVC magazine (The Urban Voice in Comics: you can find it at your local comic shop) with Terrence Walker, who did a short anime ,"Understanding Chaos" in one month. He also mentions some software he uses in the creation of his anime projects. You can check out his current work at www.studioartfx.com

I don't understand "Anime" as in pictures you drew? or animated movies? How are you to present your anime?
Anyways, for animation get Adobe Flash CS3 or Electric Rain.
For picture enchancements get Photoshop CS3 or Fireworks CS3. It helps you color,shape, reshape, ad/subtract shapes, colors, details, sharpen, multiply, ad/subtract layers, sublayers into your art works. The program cost a lot of money 500-1000 dollars. Email me if you have further questions. Adobe.com has only samples of it if you choose to try it.
Limewire and to create the vidoe use windows media maker.
Aries is also good for the video clips
