Actually, it's the complete opposite. It's the title given to cool, handsome guys in anime when they've attained a huge following of screaming fan girls.

Bishie is short for "Bishoujo"
and Bishoujo means "young or pretty young girl"

as in Bishoujo or Shoujo manga comics or character of the like...

A guy that looks pretty like delicate facial features and looks more feminine.

Bishie is usually used for males...(unless stated otherwise..by someone) o___o

Which literally means, "Beautiful Youth".
But its mainly used to describe "Handsome" or "Beautiful" males. ;D
