I would have to say The Joker. He's paralyzed Babara Gordan aka Batgirl, caused the 2nd Robin to die and been a constant pain in Batman's hiney since day one.
By the way, Superma's nemesis is Lex Luthor not Lex Luger. Lex Luger is a wrestler.
definately Joker, especially after the death of the first robin.....or maybe Superman...I think Superman is often viewed as an enemy to Batman
I would have to say the joker.Hes not the biggest challenge but hes in a lot of episodes with batman.Think more then the others

1. He killed the 2nd ROBIN (JASON TODD) RICHARD GRAYSON the first Robin is not dead, he grew up and became NIGHTWING. The current Robin is Tim Drake, he is still alive.
Joker killed Jason Todd, the 2nd Robin along with Jason's mother. You can read about it in the two Batman

2. Joker nearly killed BATGIRL - in the comic book, BATGIRL aka Babara Gordon is paralyzed/crippled by the Joker. She is now forever in a wheelchair. Commissioner Gordon is kidnapped and tortured.

Also Superman is not Batman's enemy, they are friends. Batman even has LEX LUTHOR'S kryptonite ring. Superman gave it to him, even told BATMAN this "I WANT THE MEANS TO STOP ME IN THE HANDS OF THE MAN, I CAN TRUST WITH MY LIFE".
