No.. OVA 4 is not out in japan either according to the wiki. It's been postponed until further notice. The "slow" American dvd releases is far from slow either, you should get your facts straight, or go be an animation translator or professional voice actor yourself.
Simply be patient and wait it out, theres nothing you can do about it. Simply keep an eye on it here:
