Naruto and Fullmetal Alchemist are really good animes but they don't really have any romance. Ouran High School Host Club, Cardcaptor Sakura, Tsubasa Chronicle, and Love Hina are all good romance animes.
Fruits Basket and Bleach are my favorite 2 animes.
FullMetal Alchemist is a good anime another one of my favorites.
But there's no romance in it, but it sure is funny as h*ll!
In the manga there is a little implied crushes between Winry Rockbell and Ed Elric.
Love Hina is also a good romantic/comedy anime.

If you like romance you might like DN Angel. It's not completely romance, there are some action parts but the whole story is pretty much based around love.
Theres this kid, his name is Daisuke Niwa and inside him is someone named Phantom Theif Dark. To change into dark he has to see his "Sacred maden" aka the girl he likes.
