Definately Itachi. From what I see it looks like kisame take orders from Itachi and in the Akatsuki people take orders from the more powerful members. Seriously if Itachi said walk, he'd walk. This is probably because Kisame knows that Itachi is way stronger than him. Besides Itachi can just use his Mangekyou Sharingan to weaken him whereas all Kisame has is his water element and huge sword (forgot what it's called >.<).
well it would obviously be itachi. itachi is stronger than orochimaru, and itachi has the sharingan in full format. nothing can beat that.

Itachi would win, obviously. Not only does he surpass Orochimaru in strength, he also posesses the Sharingan, with Tsukuyomi, he could weaken Kisame to a point, then beat him up the rest of the way.

though kisame would have to be seriously provoked to fight itachi, he practically worships the guy.
