cartoons like avatar are anime influenced western animation, not anime. anime directly means japanese animation, like said before.

ALL anime is from japan. if it's made somewhere else, it isn't anime. anime was originally named japanimation, so, go figure.
there's stuff like avatar and teen titans which is highly anime-styled, but is made in america, so it isn't anime, even if it looks like it.
True anime is japanese, but things like Avatar and Ninja High School are american. if you watch long enough you can tell the difference by the coulouring and the animation style.
Anime is simply an abbreviation of animation. In general, however, it is used to describe Japanese animation.
There are some animation made by other Asian countries that are mistaken for Japanese animation, such as BASToF Syndrome (which comes from Korea).
