Well as a rookie artist it's always better to start practicing with pencil, pens and a sketchpad. Computers and other digital enhancements are usually just used to correct or to "enhance" the quality of the original drawing.
Simple digital drawings usually use tablets instead of mice (mouse), adobe photo shop or even microsoft paint. A scanner is also a must tool as well as a printer.. Other specialized painting and drawing digitally are used for advanced works, so better start on photoshop.
A good website to help you would www.mangahelpers.com, they hold contests for manga artwork and they have TONS of links for tutorials.

Try a pen and paper

start of with a pen and paper since its permenent and it will pressure you to make less mistakes

i suggest you first start with an idea of what you want to create.
it's easiest to start with a comic, when you get better try and move to animation.

if you decide to do a comic:
before you do anything, you need a storyline, a setting, characters, and a little bit of something that will make the readers be begging for more.

next, you'll need to story board your ideas. basically it's like making a mini stick figure version of your comic, it will help you figure out how to set out each scene (do this for both comic and animation)

when you have that, you'll need to try and draw your good copy out on paper (keeping in mind that this is how i would do it). when it looks right, you'll need to carefully outline the image with a black pen (felt tip works best i find)
NOTE: if you mess up, don't worry, trace it off and try again.

this is where you would have to make a decision about how you decide to colour it, with pencil, with inks or on the computer... if you decide to use the computer, i suggest photoshop (if you have a pen tablet, you can draw your comic straight into photoshop)

if you decide to do an animation:
unfortunately i am having trouble with the very same thing. all i can do is recommend macromedia flash as your program.
