As for a second season, I doubt there's going to be in 2008. FUNimation licensed OHSHC, maybe people are confusing that with another season? Right now the manga isn't far ahead enough of where the anime left off for another 26 episodes.
No confirmation yet but with it's huge popularity, it wouldn't be too much to hope for a second season. The mangaka Bisco Hatori (pseudonym)even put her other series A Thousand Years of Snow on hiatus to work on Ouran. So hopefully in the near future.

The one who subbed ouran was Luran Anime and about the second season its unlikely to happen next year and there are some doubts that Ouran season 2 won't happen at all, its becuase of the way the anime ends(its a filler) most anime in the
past use filler as an ending, if the manga can't catch up (fruits basket)
