To evolve Eevee into Glacion you need to level him up next to the rock in route 217
To evolve Eevee into Espeon you must max out its friendship and happiness and make sure it evolves during the day
To evolve Eevee into Umbreon you must max out its friendship and happiness and make sure it evolves during the night
To evolve Roselia into roserade you must use a shiny stone on Roselia

Same as Leafeon but by the icy rock

Have very high friendship during the morning hours
