yea in like episodes 130-133 {not accurate} but in the episodes where sasuke fights naruto he activates level 2 of the curse mark
& YES he wears that werid outfit in the very 1st episode of Naruto Shippuuden {where he makes a return & a very scary opening}

He turns like that in his last stage of the cursemark. but he turns back to normal. its only been shown once. And he does wear a "pirate thing". yup
