No, Ouran is not yet dubbed. I think the English dubbed version will come out next year so keep your eyes and ears open for news.

Veoh has them all of them, I think, but I had problems with their new Veoh TV scheme so I didn't watch the anime there.
What I did to see all episodes was download the *.rmvb files of the anime from this site:

I don't know what RMVB stands for but you need to download the Real Video Player to view this file type.
