Maybe it will be a draw since both can manipulate sand? I mean Gaara's automatic sand shield may not work since sandman could penetrate it.
1 - if the sandman changed his body to sand than gaara could use that
2 - if gaara became the sand demon than sandman could use that sand
Maybe it will be a draw but since I just love Gaara I am gonna go ahead and say Gaara will win.
I think Garra wud win coz he has the jinchuirik in side him so if he starts to lose he can just let the jinchuirik take over

thats really hard fight in my opinion i think gaara's gonna win because of the jinkuri (sorry can't spell) he has inside of him
gaara manipulates sand. sandman only manipulates himself as he is made of sand himself so there's a limit to his sand ability unlike gaara can control any sand to the extent of his chakra.
but theyr both useless now, sandman is dead and gaara lost the bijuu but gaara is still alive so.
gara since he's a ninja and he's a trained killer. sandman was just a thug. gara also has the jinchuriki inside of him so thats even more power
good one i really don't know but if i had to choose i'd pick gaara
