Answers: What does it mean when a character pulls his lower eyelid down and sticks his tongue out??

It's a childish taunt or a tease, to make someone feel stupid or foolish, like saying "nah-nah-nah-nah-nah!"

I don't know what your talking about... try giving and example like a scene from a anime or manga for the facial expression meaning...

It means there making fun of the other charecter. It's a childish prank.

it just them teasing someone else

uhhh....they are probably making fun of somebody....duhh...
;p yea i do that alot...LOL
;p ;p ;p yea!!!

implies the character is dumb crybaby.

It is Akkanbē (アッカンベー). It shows "no", or contempt for someone.

Here is example from dictionary.
Chotto okane wo kasiteyo (Lend me some money)
Akkanbe da (No! (I don't want to)).
