I think the meaning is two fold. I think that the author is stating that Neji still has a weakness in Jutsu. If you noticed in the earlier part of the this show or the previous show there was 7 birds that flew by him. I think the comment that Neji says "8 birds I did not see all of them" can be the author's way to forshadowing that Sasuke is leaving the Konoha rookie 9 from the chuunin exam. That is my guess. I know that the author of Naruto sometimes does this as a type of double talk or somethink within the manga/show having double meaning. For example, Kakashi has the sharrigan. Kakashi means scarecrow. In the show you will see a crow flying in the air. Crow can see around Itachi. Another example is Naruto has the fox's chakra and his face look as if it has whiskers.

He meant how he missed a bird in episode 100. (when he was practicing his Byakuugan)

He meant how he knew he had a blind spot because the missed that bird when he counted 7 birds when they were really 8.

He said how he puts Chakra in his blind spot to see if there are anything there, to make the vision of the Byakuugan 360 degrees, no blind spots (when he puts Chakra through the blind spot)

Neji has some thing with birds. He has a blind spot (imagine that!) and one day he tested it. He saw birds that were behind him or something. He had to count how many birds there were. Well he got the number wrong. He actually has a blind spot. He has to focus chakra there to be able to see 360 degrees.
Or It could be because he wants to be free. Kinda like how shikamaru is jealous of the clouds. Its been awhile since Ive seen that episode.

okay refer back to the chunnin exam when he was training its referring to the blind spot in his byakugan i don't exactly remember it but he said he either saw 7 birds and there were eight or if it was 8 and 9 but it was about the byakugan's blindspot the "Weakness" that kidomaru will exploit throughout the duration of the fight.

As you've seen, Kidamarou was able to exploit the one degree of 360 degrees that was a blind spot to Neji's Byagukan. Earlier he had counted 7 birds, but the other bird was in the one degree of blindspot. After the fight he realizes his blind spot was the reason he didn't see the bird, and almost lost the fight. The bird thing was kinda like a foreshadowing of the problems to come in the upcoming fight.

I don't remember that episode clearly, but what Neji was talking about was - from his Byakugan, he could see x birds, but after the fight, there are x+1 birds (with x being the number of birds he saw).

You should have known from the previous episodes that Byakugan, although it's capable of 360-degree vision, still has a blind spot. That blind spot was what hindered him from seeing the last bird. Some people thought that it was related to Uchihas, since Kakashi said clearly during Chuunin Exam that Sharingan is the evolved form of Byakugan. What kind of relation? We have no idea yet, we can only theorize.

What Neji thought is - even if we see everything clearly, there's still something that we miss. I think that's what he thought. =^_^=
