Why isn't Rukia a captain on the anime Bleach?!

Rukia isn't powerful enough to be a Captain
She doesn't have a Bankai (not yet anyway, and most captains have a bankai)
Byakuya works behind the scenes to make sure she doesn't become a Captain, because they are the ones who face danger first and face danger the most
I havent seen to far in the anime, but I would assume its because she isnt powerful enough. I have watched the english dub version on Adult Swim (up to where ichigo saves her) and she always seemed weaker than a captain should be, especially that first episode.
Her brother(byakuya) vowed to his late wife to keep Rukia safe, since then(although she has the power to become a seated officer) he hasnt let anyone make her a seated officer(like yumichika- 5th seat, and ikkaku- 3rd seat)
Rukias cool and all but I think she still needs to learn more about the human emotion and trust more on her friends than just herself. The reason that I think she isn't a Captain, was probable due to the fact that she stood in the human wolrd to long, disobaeded orders and had a rescue team come for her. Either way I think she would make an excellent captain...but hey thats just my answer.
she most definitely isnt powerful enough...there's a massive gulf in power between her & captains like her brother byakuya! she's not even a lieutenant (like renji) yet but i think she's on a similar level authority & power wise. If not to renji then def some of the other lieutenant's as renji does have bankai while i don't recall the series revealing any of the other lieutenant's possessing it...though u never know
One of the reason to reach Captain level is bankai and she hasn't been able to achieve that. The other reason is because Byakuya made sure that she would never be promoted to an officer level let alone Lieutenant or Captain. Byakuya reasons this to protect her as promised to his late wife Hisana who's really Rukia's older sister.
