I think they would make a great couple. Plus, Jiraiya has already seen her without her youthful jutsu and he is still attracted to her despite that. I think he might genuinely have feelings for her.

No they are teamates and have the same kind of love relationship as Naruto and Sakura. Additionally, with Tsunade and Jiraiya hooking up, The other shinobi will not have any guidance to continue. Sure as viewers we believe that Kakashi and Gai could continue to lead Konoha but honestly the experience factor or lack of experience would eventually doom Konoha. The unfortunate truth is the 4th, 3rd, passed or disappered as powerful as they were and since the series is called Naruto, the only way that happens is for both of them to die. I love J-man and he's not done yet, Tsunade could save him but usually Hokages don't leave their village to battle except 'ENDGAME' or 'FINAL BATTLE'
It is probable since the original story of Jiraiya, "Jiraiya Goektsu Monogatari" (from which the naruto character "jiraiya" was obviously taken from) actually portrays Jiraiya and Tsunade as a couple with orochimaru as the villain.
