Well, a hero without villain(s) would be doing the stuff that the International Rescue (the Thunderbirds) regulary do, helping and saving people.
No, beacuse what would they do if there was nothing save people from? There is always an unnamed enemy, always. If you take villians out, you still have an enemy like hate crimes, self destruction, illness and diease, etc. The world would be a boring place without villians or enemies in the comic world, or the real world for that matter. o.O
