Question: Well...do you mean heros and villains?(& I'm assuming you mean American comic characters)
The android A.M.A.Z.O. is the most powerful of all, he has the ability to absorb and replicate superpowers, so he never loses...but I don't know if he counts. He is kind of a villain and a hero.
Next after him would be:
Most powerful hero - Superman...he can do almost anything so long as no one has any kryptonite.
Most powerful villain - Galactus...devours planets, need I say more?!

1. Superman because hes frikin indestructable unless you have kryptonite ( if thats spelled right)
2. Thor- Hes the god of FRIKIN THUNDER!!
