Hi!^^ Shugo Chara chapter 13 isn't out yet. Shugo Chara chapter 12 came out about 9/10 days ago. Chapter 13 hasn't been released by any fansub group. If you go to http://www.mangaupdates.com/series.html?... , go under latest release(s) and it says the latest chapter is chapter 12. But I really hope chapter 13 comes out soon too, can't wait! (^_^)

^_^ Yesh, onemanga.com should have to latest. It's still on chapter 12 currently and the next volume, #3 will come out in February, next year, 2008 in Barnes and Noble.
