"Dual Audio" means the anime DVD comes in two different languages, usually English and Japanese for official Region 1 releases.

I'm not going to recommend watching a licensed anime fansubbed, so buy the official dubs, please. Black Lagoon was released by Geneon in the US, a company who recently went under because of people perpetuating fansubs of their licensed titles instead of supporting the official releases.
