all forms of pornography including pornographic anime and manga are available to anyone on earth who has an internet connection. a lot of fansub sites have bittorrent files of those things.

"Pornographic" refers to sexually explicit material, not to legality. Pornographic magazines are as natural as "Family Circle" or "Field & Stream". Avoid falling into the trap of assuming that sexually themed material is “bad” simply because someone tries to impose their values on you, be they Taliban, fundamentalist Christians, or Republican do-gooders.
I'm not sure where you get your reference that pornography is restricted to Japanese people over age 18, and then proceed to connect it with manga. These are commonly sold in 7-11 and similar convenience stores all over Japan.
Manga may be “sexually themed”, i.e. “pornographic” in nature, but it is neither illegal nor restricted to adults in Japan. What is a certainty is that the Japanese, culturally, have "group norms". Therefore, a 14 year-old would not be acting in the group if reading manga. It's more a characteristic of high school age up to about age 25 (for single men).
The items you are interested in are not widely-distributed in the US due to much of the material being in the Japanese language, and few people in the US who can read it.
