Question: If the chunin exams take place every 2 years how is it that when Naruto came back to konoha village everyone at his age became a chunin if only 1 person could win it and the last to win was shikamaru.

i remember seeing an episode were the third hokage said that even though only one passes they check the others performance and the people with Good moves and abilities pass

More then one person can become a Chuunin during the Chuunin exam. They stated this during the exam arc.
well one person is supposed to win but other people can like sponsor for or something
its held twice a year, making it every six months, which gives them ample time to pass it.
EDIT: Also, the time skip is two and a half years, so even if your time frame was right, they still had enough time to pass it

hmmmm, i thought more than one person ca pass it...? but remember that they also have it every 6 months about. and in the 3-4 year time frame thats about 7-8 people could pass (if only one person could win) but yea....thats all i could think of for now:-))
It is possible for more than 1 to pass the Chunin exams. There are judges there that vote on the tactical and strategical methods of the match. There is a winner, but it is possible that he does not pass. The judges base their vote on the ninjas abilities to act in battle. If they make a desicion in the match that would have killed their squadron on a mission, even if they win the tournament, they are most likely not to become a chunin. If Orochimaru had not interfered with the first Chunin exams, Neji would most likely have become a Chunin because of his battle tactics and strength. So, in summary, many people can become chunin at the chunin exams, but it is all based on their strategies and and thier ability to act in emergency. Also they must be strong in body,soul, and heart. Every Konoha Nin became a chuunin, except Naruto because he immediately left with Jiraiya Sensei to train for 2 1/2 years. Sasuke received no rank because he abandoned Konaha with the Sound 4 Ninja and eventually joined Orochimaru. The Chuunin Exams were broken up by Gaara (Demon) the Sand, and Orochimaru in an attempt to overthrow Konoha. This is when he fought with the 3rd and the Death God not only effected his arms, it was spreading. Thats why he was in a rush to get Sasuke back because the jutsu was spreading. The Konoha Ninja that chased Sasuke almost perished, fought and defeated all of their enemies (some needed help from the Sand), except Naruto who lost the final Chidori/Rasengen exchange. So Shikimaru earned it, at the end of the tournament Naruto defeated Neji, and the last 2 (Gaara/Sasuke) Im sure were disqualified. So Naruto actually won the tournament, Neji was 2nd and with the addition of the rescue mission & I'm sure because he's Bykugan Clan he's moved up to Jounin, Kiba & Chouji also because of this mission. Lastly, you must remember between the invasion, the sound ninja battles, several Konoha shinobi perished and or were injured. Tsunade understood that these Konaha Ninja were special and they earned their stripes as Genin long enough. Naruto will eventually, very soon in the manga I believe because of current events.
I don't think you have to win to become a chunin. Was it the third hokage or one of the proctors that said that they just observe your skills and if they see that you are skilled enough to become a chunin you become a chunin. Shikamaru did not win and he still became a Chunin because of his intellectual skills, so I think that they base it on whether you are skilled enough to become a chunin or not. I could be wrong though....

More than one person could win it, they stated that in the anime, but anyone worthy of becoming one could become one, and so Naruto was gone for three years and a lot of ninja his age became chuunins within that time.
