They make cartoons' movement one by one. for example in order for spongebob to talk you will need to draw every movement of his mouth and reaction. it takes a lot of time!!!
Spongebob is animated... you're probably mistaking "animated" with "anime". Otherwise you wouldn't exactly see Spongebob move if it wasn't animated.
They showed the makings of Spongebob once. It seems they draw it by hand and color on the computer... I didn't watch the whole thing though, but the Koreans are the ones who color Spongebob..
