tousen lost because he wasn't strong enough, even though he used his bankai, but that was nothing in front of zaraki, so Tousen didn't lose on purpose!!!
btw, he is not a bear nor a dog, he's a fox, the other guy, the captain, just forgot his name.... ><

It is not a dog either. Captain Komamura Sajin is a fox. And yeah it was embarrasing, but they did get beat down.
Tousen really did lose to Kenpachi. Tousen didn't expect Kenpachi to laugh at his bankai since human reaction is to fear what we can't see or hear thus he got cocky thinking his bankai will give him the advantage.
Kenpachi Zaraki WANTED BOTH Kaname Tosen and Sajin Komamura to use their Bankai's.
